Continuous tone (on redial) on E1 route.

There are 3E1 on an ISDN route and they pass the LCR table. On redialling or when external follow me is performed,the user hears a continuous dial tone.That is all the digits have been sent before reception of dial tone from the router. This only occurs when there's a redial or external follow me procedure is executed on an extension.
Pls what could be the problem?
