Continually have to run IE Setup

I have Win2k server running terminal services, which sporadically loses IE settings, causing users to have to re-run IE setup. Can anyone help me find out why this would happen.

Are IE settings lost after you reboot the TS?
Are you using the Active Directory Internet Explorer Maintenance Group Policies to customize the Internet Explorer Home page?

No, The settings aren't being lost after reboot, it doesn't seem to happen on a specifically consistant basis and I am not running Active Directory.
