content of map undesirable e-mail permanent removes doesn't work

I try to configure my microsoft outlook 2003 to permanent remove undesirable e-mail instead to moving to the undesirable standard e-mail map of outlook but it doesn't work.I am sure that I select this option(permanent remove undesirable e-mail instead to moving to the folder..)All the configuration seem to be ok.We have an Exchange 2003 server.
Do you know why it doesn't work ?

If you're talking about creating a rule that permanently deletes an email upon arrival, that would be client-side and will only run while outlook is open.

I'm not talking about rule.In outlook you have one option by extra-options an then "Undesirable e-mail".There you can configure the option to permanent remove undesirable e-mail instead to move to the map "Undesirable e-mail".But this option doesn't work.
