Console transfers not going to VM

When the switchboard transfers a call to a hunt group and the call goes unanswered, the caller is returned to the operator rather than going to voice mail. This doesn't happen with internal calls. I'm looking for something that will force the unanswered transfers into the voice mailbox set up for this extension.

 
Is the unanswered transfer timer shorter than the coverpath time on the hunt group to voicemail, this may account for it and why the internal call works.
 
No, the calls come back at the point they should go to voicemail - 4 rings to the first group, 3 rings to the second and then voicemail. This happens with all internal transfers as well if the transferrer stays on the line but not with internal direct calls. For those, after the seventh ring, voicemail picks up

That would not help the operator and that is who is complaining. She keeps getting calls back when the hunt group doesn't answer. I want calls from the switchboar/console to go to voicemail of not answered.
