Connectivity Issues with clients

I have three users, two using Win98 and one using W2K Pro. All are able to log onto the network and access every file that is shared with the exception of one. I have Exchange 5.5 running on a W2K Server and everyone (60+) can access this folder with the exception of these three, which prevents them
 
I can get on their system and login and retrieve files and e-mail, so I know it's not the computer or it's connectivity. I've even given one person the same rights as my staff and myself and it still prompts them for a password (which doesn't work). We are desperate for help here. I've even tried another e-mail program (Pegasis and Eudora Pro) with the same results.
