CONNECTION TIMEOUT

I am using a static IP adrees and I get frequent timeouts.
My Lynksys router is connected to a RCA cable modem.
Everything seems to be ok in ipconfig.
How do I troubleshoot this issue.
My internet provider is Comcast.

I downloaded and installed the latest firmware 1.45.6 and it said that the upgrade was successful but the firmware 1.44.2 is still showing under status.
Also whenever I am trying to access the internet, the "Dial-up Networking" box keep popping up asking "Would you want to access the Network"
Weird stuff.
Last, I am using port 4 and port 3 on the router and only the "Link/Act" light is on for these 2 ports.
 
I repeated the Firmware updrade and it finally installed. The updrade also wipe out my router settings and I re-entered them.
I will monitor to see if there is a change.
 
After the firmware flash you need to do a hard reset of the router.

First, unplug that RCA modem. Using the on-off switch is not the same.

Go to the router now and copy down any customizations you have made in its settings (as they will be lost). Note especially if you have cloned the MAC address.

Hold in the reset button until the red diag lite comes on, all the lights flash, and the red diag lite goes off. Turn off the router.

After thirty seconds, turn the router back on and re-enter your customized settings.

Do a short reset of the router by holding the reset switch for 3 seconds. Unplug it again.

Plug in the modem and let it stabilize. Plug in the router. Restart your PCs.
