'Connection Refused' on EVERY FTP 'Open'

Suddenly my win2k box has started giving me a 'connection refused' on every 'open' command I give it.
That's from win2k dos ftp. Gui progs like ftp explorer and aceftp don't do any better... they don't give me that message but they fail to connect.
I'm running no firewalls. I'm on a win98 LAN but the same thing happens when I disable the LAN and Dialup through my modem.
Netstat shows no connection to port 21, no ftp connections.

Without hardly knowing what I'm talking about I feel my ftp port is closed and I need to open it - but even though Ifeel it I don't think it makes sense because surely when I run an ftp programme that's exactly what it does - open the the ftp port?

Unless there's something can happen that can close the port as quick as you open it?

 
I get same problem from DOS FTP with W2K, but can use CuteFTP and FrontPage just fine. Strange.
