Connect to localhost

Hi, Forum i'm tryng to use MySql for VB .net aplication and I want connect to my standalone computer the SO is WinXP PRO and I'm trying to connect with "MySQL Control Center" and it give me the follow message "[teste] ERROR 2003: Can't connect to MySQL server on 'localhost' (10061)".What can I do.
There is any manual online to crate a database with MySQL?

That error indicates that MySQL is not running.
