congestion in the message transfer service Exchange 5.5

I am running exchange 5.5 on a windows NT 4.0 box sp6. I recently migrated from one windows NT 4 box to another. Users are now getting the following bounce backs:

"The recipient could not be processed due to congestion in the message transfer service."

This only seems to happen when replying to old messages.

The event viewer also reports event 9318 and 289 error messages.

I am not sure what could be causing this. Any help would be appreciated.
