I am trying to assign a static ip to my network card but everytime i do it gives me an error that that ip is being used on my netowork, and it's actually not, and then when i go into to the command prompt and type ipconfig it tells me my ip is 0.0.0.0, does any one know what the problem could be or how to fix this?

How many computers in your network including server? Is your computer connected physically when you try to set up static IP? Are all the workstations or servers using static IP? Need more info before can pinpoint the problems.
 
If you are absolutely 100% sure that there is NOT another system on the network with you IP, boot up your computer with the network cable unplugged and try to assign the IP address.
