Configuring Outlook 2003 for RPC Over HTTPS

I've got this problem where I was not able to "Check Name" on a couple of users which has no Internet Access after setting up the Exchange Proxy Settings. However it works for all the rest of the users with Internet Access.

I was wondering how can I tackle this issue in order to get them setup for users without Internet Access but only connected to that particular email exchange server.

Basically those without Internet access are clerical staff and I can't put them in the same group as the officers.
Sigh...
I would appreciate your input.
