Hello,
I am able to use ethtool and turn autoneg off and set duplex to full. But, how do I make these changes permanent so a reboot of the system will not reset the network card?

Goto Device Manager

Goto properties on the NIC Card listed

Under the Advanced Tab, you can select Connection Type

Computer/Network Technician
CCNA

You need to set the ETHTOOL_OPTS in the ifcfg-eth* file in sysconfig. Have a look at:

/usr/share/doc/initscripts-*/sysconfig.txt

For information on the parameters.
