Configure 2nd PRI for Dialing between Sites

We have 7 locations throughout the state. Six of these locations are on a Siemen's HiPath 8000 switch and the lone remaining location is a Nortel Option 11C. I am trying to configure a 2nd PRI Card for 4 digit dialing between sites going through a Siemen's RG8702 Gateway.

My problem is that I can not get the 2nd PRI Card to go green. I've configured a "Loop" and set up the Trunks/Routes. I can not seem to get the Clock Controller to go green or get a green status. I am told by Siemen's that there end is complete.

Any help in getting this programmed correctly would be appreciated.

What's the command to "loop the circuit back to itself"?
 
Below is what I get when I do a "Perform remote loop back test on loop". Is this what you wanted to know. I can not find the Errcode:030 anywhere.

Red alarm is a physical layer alarm - no physical connectivity to other PBX.
This could be for a couple reasons:
Other side is not turned up
cable is not connected
Rvc no going to transmit and transmit not going to receive

The loop back spoke of earlier would be a physical connecter with transmit going to recieve

on a RJ48 plug - 1 to 4 and 2 to 5
on a DB15 hood - 11 to 9 and 3 to 1
 
PRI card NTAK09 will have a DCH daughter-board (user installed) and the DIP switch on the main card will need to be set also. verify if the MSDL is showing up and enabled.
(ld 48 or 96 stat msdl)

From the programming that you have pasted it looks like at NTAK09 DTI/PRI card.

layer one is open.. nothing helps untill that changes..

that will make it stand up,, go yellow then green.. enll x will bring it up then rls wronge mode.. once that is done at both ends.. connect the ckt back up.. if that goes red.. on ONE end move pins swap pins 1 and 3 with 9 and 11..

After doing my loopback test, I discovered that I needed to change out my cable, once I did, then the circuit came up and I got exactly what "johnpoole" stated I would see, the card come up and the D channel show wrong mode. This is what I have going on (I did a Stat of my D channel in LD 96, because it didn't show it up in LD 60 when I enabled the Loop):
