I am looking for a way to automatically apply formatting on text boxes depending on the value in a cell (basically having the same effect on the text box as "conditional formatting" can do to cells).
What kind of Textbox? Drawing, Form, ControlToolbox?
What is the business case for this requirement?

My workbook consists of a sheet containing data on office occupancy and a series of sheets for each area where text boxes are overlaid on top of an image showing a floor plan. The text boxes are linked to concatenated values from the first sheet to display "visually" who sits where, along with some info on the office.
The data sheet has conditional formatting to highlight vacant offices (line is highlighted red with bold white text when cell $B2="VACANT") and I try to apply the same type of conditional formatting in the text boxes. There can be up to 200 text boxes in one of those floor plan sheets.
The type of textbox is the one that we can get from the drawing toolbar.
Why not use the "camera" feature.

1. Get the Camera ToolIcon
Right-click toolbar
Select Customize...
Select Commands tab
Select Tools Category
Scroll 2/3 dow to find the CAMERA - drag to a toolbar
2. Select the RANGE you want to display on anther sheet
Click CAMERA
Select other sheet
Place PICTURE on sheet
Drag to location and size
3. Look in amazement! ;-)
