Computer won't turn on with video card in

I recently got a new computer and after about 2 weeks it just shut off while I was using it. I finally got it to turn back on after pulling out the video card and putting it back in. But now it shut off and I can't get it to turn back on, every once in a while the power flickers, but it never stays on. It works fine with an old video card. Did I just get a bad video card or does it sound like there may be a different problem, like not enough power?

My PC:
Asus GeForce 6600 256MB
Gigabyte P4 Mobo
P4 3.0GHz (O/C to 3.3, AGP is NOT O/C)
Thermaltake 480W PSU
Seagate Barracuda 200GB SATA HDD
 
Sounds like a bad card - return it for warranty, and get another one.

When you say that the power shuts off and won't come back on, is this just video that goes out on you, or does the power supply shut down?

The power cuts out. PSU, LEDs, fans, everything turns off. The lights on the keyboard will stay on.

If everything turns off, it sounds like more of a heat/power issue. Does the CPU fan also stop when this happens?

If you have another video card, and you suspect that the video card is the problem, then I'd try using that other card. My feeling here is that it's probably either a sag in the power output from the PSU, or the CPU is overheating. Probably the latter, with the overclock to 3.3ghz. How hot is the CPU running when this happens?

The CPU has a heat alarm set at 50C I think that has never gone off and I have an older P4 that (always) runs at 50C+ just fine. I don't think it even goes above 35C ever, maybe when playing games. I'm almost certain its not an overheating issue because the computer won't turn on at all anymore with the video card inserted. Unless the video card overheated and is now fried. It works fine with an nVidia Riva/TNT2 that I had laying around from about 6 years ago (both are AGP).

The CPU fan does stop also. My guess is that if it is a bigger issue it would be power, maybe the O/C CPU uses too much to share with the high-powered video card. I've sent the card in for RMA, so we'll see how it works with a new one.

Does anyone know what kind current my PSU should be able to supply on each rail? My concern is that the +12V rail is bare minimum for my PC. These are the specs on mine:
+3.3V@30A; +5V@40A; -5V@0.3A; +12V@18A; -12V@0.8A; +5VSB@2A
