Computer will not boot

I have a dell 8400 (I know that is the problem right??) and it will not boot unless I pull the battery and reset the cmos and then put the battery back in. It then will start and I can use it all day. If I turn off the computer it will not start unless I pull the battery again. Any suggestions on why this is?
 
Another thing is that if I leave out the battery it will turn on and off.
 
For those that have read this thread, I have found the proble to be a front panel circuit board.
 
Nice job finding the problem. I just saw this but really had no clue what it was. Nice to have in the back of the mind now.

I think you have either a corrupted BIOS upgrade or an incompatible BIOS upgrade.

Try upgrading the BIOS.
 
Also, in case you have this occur again, I have had a similar occurrence with a computer I was working on. What I found was with at least some motherboards, when you remove the battery in order to clear the BIOS, and start back up, you have to go directly into the BIOS settings, and reset it to "default" settings in order for it to not have the same problem again.
