MS is moving toward cheap compilers with the 2005 "hobbyist" single-languge versions of Visual Studio. Not free but they're definitely going to be reasonably priced. Maybe one will be bundled with the OS in the next go-around.
I have a theory that maybe we used to get a built-in language because there wasn't as much software available. In the old days, to truly use your computer as a multi-function device, you were likely to have to write some of those "functions" yourself. Today, of course, the average user can buy or download software to perform most any task.
