Computer continually restarts when connected to network.

Computer is running W2K. When you power on the computer, it will get to the 'Applying Security Policy' window and then a black screen and reboots. It will do this until you disconnect the network cable, then it will load correctly.
Any Ideas?

I corrected this problem by booting in safe mode. Thanks everyone for all your help.
