Computer beeps when i try to turn on

i recently built a new computer which works fine. But i have one slight problem. when i shut down the computer(this only happens after a full shut down not a restart) and turn it back on i get 3 beeps and a blank screen, then i have to press the restart button several times before it will start up correctly, in some cases i have to reset the CMOS jumpers to get it to work. Whats wrong?

3 beeps is normally graphics card error, but the fatc that it works after a rest is a bit strange. Check that the graphics card is seated correctly and that if it's AGP the speed for the agp port is set to match the card (if it's 4x then make sure your board is at 4x)

i double checked the grphx card, and it doesnt seem to be the problem. at first i thought that it was either that or improperly inserted ram but its none of those.
