Compatws.inf and Service Pack 3

After applying the compatws.inf security policy to a clean install of W2k Pro, I can no longer apply service pack 3 as it stops with an "access denied" error on HKLM\Software\Microsoft\CurrentVersion\Setup\ExceptionComponets\. If I view the security for this key it, it is set to full control for Everyone. Anyone had similiar problems when applying this local security policy, or have any suggestions?
 
I dont know if this helps at all but one of my users had this problem as well (he also had full control)and I came down and logged on as the admin on the machine and it worked just fine. Good luck

But this happens even when we log as administrator.
Does anybody know if 2000 has to be installed on NTFS in order for the security templates work? The machines I am having problems with, had 2000 installed on FAT32, and then we converted to NTFS. I can not seem to find any clear information from Microsoft if 2000 has to be originally installed on an NTFS partion, however, they do state that security templates cannot be applied to a FAT partion. Does this mean FAT32 as well?
