Comparison between Win2K and AS400 Help Needed 4 Research

I'm doing some research for a project at work and have hit a dead end.

The project will be a web-based application that pulls data from a legacy system(AS400) and three other data sources. It takes all data parses it, displays it, and on some occasions feeds it back to the 400 in a new record. There's the possibility of 400 concurrent users on this system.

I'm trying to research if we need an iAs400(sp?) or if we could get by with a traditional Win2K Server setup? Does anyone have any research on this or opinions as to which might be a better route to take?

u must say about the volume and application complexity and so on,but ... i tried about some points.

stability as/400 >>> win2k
initial cost as/400 << win2k
operation cost as/400 > win2k...i'm sure but con exists.
character base as/400=EBCDIC, win2k=ASCII
dev lang as/400=RPG,COBOL,SQL,REXX,Java,C++,C... not so many
win2k=VB,C++,Java,etc...many
where A>B means A is better than B

and u'd better check out the unix machines.
there are many factors but usually planners may decide the platform by the initial cost only .
do not make such mistakes if u do <not> have a lot of budget!
