Communicator issue 1

System server edition 11.1 sp 4
Sip trunks with virtual sbc
9608 phones and communicator has the same ars

Communicator cant dial some numbers in usa.
9608 have no issue. Same config on communicator.

Where should i start troubleshouting ?

dialling rules on the communicator client is the first place i'd look after what you checked.
