command prompt on my XP system says: "Command prompt has been disabled by the system administrator. Press any key to continue..."

Im the system admin and i cant remember what i've done. Can someone give me a hint on how to enable the command prompt?

Either:-

Check permissions on the cmd.exe
Check that a local policy has not been enforced.
