combining entries

I want to combine entries with the same id, and have the values for one column consolidate. something like this:

before:
id year lang
1 1999 english
1 1999 german
2 2000 french
3 2001 spanish
3 2001 english
3 2001 russian

after:
id year lang
1 1999 english, german
2 2000 french
3 2001 spanish, english, russian

can someone point me in the right direction?

in the db, but if I can do it for display I can just Create a new table with that no problem.
