In premier pro, under effects/image control/color offset, there is a box to change the direction of color offset, left,right,up or down. How do I get these to take effect? No matter which direction I choose the offset stays of top!

This effect works exactly as advertised on my system with Premiere Pro 1.5.1.

This is how it works for me:
Open up the settings window and change the direction and distance to suit - one color at a time - and see the associated effect in the small preview window. Click OK and then see the effect in the program monitor window.

 
Did exactly that. The effect changes in the preveiw window but not in the monitor window.
 
You need to come out of the preview window before the effect is applied on the timeline.
 
If you have a special capture card with drivers for Premiere, or are using some other video format than DV, then I guess it is possible that there is some incompatibility somewhere.

Otherwise, you might want to try rebuilding the plug-in cache by starting Premiere Pro with CTRL+SHIFT held down.
