Cognos Totaling Question

My company uses Cognos Reportnet 1.1 MR 2 to report off Infor EAM's Datastream 7i program. I am having a problem totaling in Cognos. Since the report I am working with contains both table header and line data, the line data duplicates for each header item. Is there any functionality in Cognos to group the data so that the total only counts the one grouped number, instead of all the duplicate numbers in the background that are making the column total be unrealisticly high?
 
Set the aggregate type of the line measure to max (instead of total) and it will only be used once for every header occurance..

That sounded like it would work, but unfortunately it did not. Not sure what I am doing wrong. The line's "Aggregate Function" is set to Maximum. Then it's total's "Aggregate Function" is still set to Total. Is there something else that I am forgetting?
 
We recently solved the overcounting issue by adding a determinant to the query subject that is at the 1 end of the 1:n cardinality. To our surprise Cognos is adding an 'at' clause to the query which covers the overcounting issue.
