Code Restriction Block ?

I have a PBX overseas that is having an issue dialing the sequence of 9001. Here is the Code Restriction Block entry's, I can't figure out which one of these is blocking the calls from accessing. Help!

No expert in BARS but if 9 is ouside line then first digits are 00, this is Denied in 1 & 2

IF[/b} 9 is ac 1, both crno 1 and 2 have it blocked. the block is on the 1st matching digit, allow 009 to crno 1 and that should work, taking scan past the 00
