cobol web services with Microsoft SOAP Toolkit

have tried installing SOAP 2.0 and 3.0. 2.0 launch says comdlg32.ocx not found, 3.0 says mscomct2.ocx not found. Microsoft says one way to get files is to install visual studio, have updated vb runtime files. Any solution without installing visual studio?

I tried SOAP toolkit 3.0 with the same problem. You don't need visual studio. Here's the link to download the missing "mscomct2.ocx":
