CMD Messaging

Hi guys recently I came across command prompt messaging, where you can type the IP address of a computer and then the message and the message would be received by IP address owner, however it only works on my local area network.....

I was wondering if this can be done on a computer outside the LAN, so basically doing a NET SEND outside the LAN, i ve been trying but it doesn't seem to work on a computer outside the LAN
