CM S8400BP Modem Issue

I'm having an issue with the modem not answering, I'm getting this error below. The modem is enabled and I have tried different USB modems with the same results.


Modem Access is administered for incoming calls.
error(10566) : RunSampModCtl: "/opt/ecs/sys/Sampmodctl "failed with status 0x100

Access through modem is currently disabled




I have to modem set for unlimited incoming calls

Any help would be greatful
 
CM software version? Current CM Service Pack?
MPC Firmware?
Modem type?

All of the above are very important.

Problem description
New SAMP / MPC firmware is necessary to support the new MultiTech MT 9234ZBA-USB
modem (comcode 700451172) for S8400, S8500 and S8510 servers running CM Release
4.0.3 and greater. This new firmware is required with CM 5.1 and greater even
without the new modem. The new modem will not be recognized by the server
without the appropriate SAMP / MPC firmware.

Resolution
- SAMP / MPC firmware applies only to the S8400A/B, S8500B/C and S8510 servers.
The S8400 uses MPC firmware, while the S8500 and S8510 use SAMP firmware
- SAMP / MPC firmware R2.2.3 is available starting June 30, 2008 for use with
CM 5.1 and greater.
- SAMP / MPC firmware R2.2.3 is available starting August 4, 2008 for use with
CM 5.0.
- SAMP / MPC firmware R2.2.3 is available starting August 4, 2008 for use with
CM 4.0.3 and greater.

Version R2.2.3 of the SAMP / MPC firmware supports the new MultiTech
MT9234ZBA-USB modem (comcode 700451172) as well as the previously used MT5634USB
modem (comcode 700405020) but only with the releases indicated above.

Do not upgrade to SAMP / MPC R2.2.3 for CM 4.0.1 and earlier releases.
For more information about SIP Enablement Services and the SAMP firmware refer
to PSN001946.

The R2.2.3 SAMP / MPC firmware can be downloaded from The firmware is located in the Download Center under the appropriate Server
downloads or CM 4.0.x and 5.0/5.1 Release downloads.

Note that there are three different versions of R2.2.3. These versions are
functionally equivalent. The differences are mainly to handle the different
server types. The three versions are:

1. MPC firmware for S8400 A/B.
2. SAMP firmware for S8500 B/C - This is used for the PCI-X SAMP card
(comcode 700405004).
3. SAMP firmware for S8510 - This is used for the PCIe card (comcode 700451198).
Each type of R2.2.3 firmware is uniquely named to differentiate it from the
other types. There are checks in the SAMP firmware and/or CM software to
disallow downloading the wrong type of firmware to the SAMP or MPC.
