CM and Session Mgr routing issue

We have an Enterprise CM with multiple customers in using it. Sys Mgr and Session Mgr and CM are using SIP. We have a new customer that we are bringing online and we have not programmed the DIDs into Session Mgr yet as their numbers have not ported to SIP. However, other customers on the Enterprise are able to call this new location on the new phones. How is this even possible? I was told that until the DIDs are entered into Session Mgr, calls would not route internally but rather grab an outside trunk and route the normal way.

I hope this makes sense.
 
There is a feature to multi-tenant in SMGR such that many clients hosted on the same system still need to go out the PSTN to call one another - but there's no way back - if you turn it on, you're stuck with it. It also lets you define different profiles in System Manager so you can have a service desk on your end or the customer's that can only see Customer X but not Customer Y.

And/Or you've got some tenant and COR stuff to work on in CM to really silo them off properly.
