CM 8.1 Outbound dialing setup digits are wrong

I have a single station who dials any 305 area code 10 or 11 digits and the trace shows me the 305 area is in setup digits twice. This is an agent dialing. I can dial from a similar agent id/station to 305 area code and it does not replicate the issue. I can't find anywhere in CM programming that would insert the area code digits for this case. I have looked in all the usual places I can think of in CM.

Calls use SIP trunks. What am I missing. He can dial other local 786 area codes with no issue using the same routing.

What am I missing? You can see the redundant 305 in the SIP Invite and the setup digits in my trace.

...and disp ars ana 13 loc 2. Looks like that's tagged as hnpa versus fnpa.

If the Call Type is flagged as hnpa for 1305, instead of fnpa, that would cause 305 digits to be duplicated on the setup digits for outbound calls?
