CM 1.3 CALLER ID INBOUND Name Missing

This is wierd. 2 Local/LD PRi's that are NI2 hitting our CM1.3 and we have number always? Now if you ring a DID then the number is there but no name. Now if you call the main number and cover to a queue via VDN/Vectoring wait in queue a few seconds then the operator gets your call your name and number are there?

Why wouldn't I be able to get name and number on immediate inbound call?
