Clustering Mitel 3300

Hello All,
We are adding a 3rd Mitel 3300 to our network cluster that already contains 2 other 3300s and a Micollab Server.
they are all running the same software version 8.0.9 and are configured on a VPN maintained by the customer. We are able to ping across the network between the PBXs and we can log in to the remote locations from the new location.
The network seems to be syncing information between the 3 controllers, but the new controller is not downloading its licenses.
The DLM has the correct amount of user licenses, but we cannot get the controller to access the licenses.

Anyone have any ideas of what could be the problem for the licenses?

does the new system have access to the amc
has the arid been added to the DLM in the amc
the dlm is configured against a master Mivb - the licenses goto that then they should show as availabel to all systems in shared cluster once share has been done from DLM mivb to others

If I never did anything I'd never done before , I'd never do anything.....
