CLS to Deny Incoming Phone Calls

I'm on the USNS Mercy Hospital Ship getting ready for deployment. They want me to give some phones outbound access only and deny inbound phone calls. Does anyone know the cls I can use for this? Thanks

give the phone a non did number to prevent inbound call from outside.

The outbound access will depend on a couple of things, CLS and NCOS
