Closed due to weather

I am trying to set up a user variable on vm pro 7.0.17.
In my menu i have 9 going to set user variable. Variable is set to 0. Also set up variable in user defined variables.
If i call in should i be able to hit 9 and then 0 and my variable will go to closed due to weather ?
I am lost with this condition.

i make mine easy. create your variable then use On and Off when you set it. you can see in your server ques what state it is in and control it there to.
