client side include- header/footer lock

Hi everyone,

would you know any way that we can use Client Side Include code to lock header and footer firmly in places, so if we inlude those code to another page it will also show header and footer locked in the same places. I know that we can use frame set but that my company s' trying to eliinate using frames. Any help would be greatly apreciated.
