Client Manager Strarting Utility error

I am running MetaFrame XPa 1 FR3 on a Win2003 server. When you login to the box there is a error message stating "Citrix Client Manager Starting Utility encountered a proplem and needed to close" Has anyone sen this and know how to correct it?
