Client Access Licsense for windows 2000

We had our Domain controller/file server (Windows 2000 server) go down the other day. I have managed to get everything back to normal however we are having an issue with CAL's. We have a license for 25 per server CAL's. When we get to 15 and sometimes 16 people connected to the system then noone else is allowed to connect to either print or access the files on the server.

Here is the error that the users are recieving.

You might not have permission to use this network resource.  Contact the administrator of this server to find out if you have access permissions.

No more connections can be made to this remote computer at this time because there are already as many connections as the computer can accept.

I can't seem to find anything online as to why this is happening. Every thing I find tells me that if you get that error then you are out of liscenses and need to purchase more. However when I look in the Licensing manager in the administrator tools we still have some left. Does anyone have any idea why this might be happening? Any suggestions?

Disable the license logging service. This service (and the license manager it controls) is buggy and unnecessary.

As long as you have the physical proof that you have enough licenses, you're fine. No auditor will ever look at the license manager.

The license logging service is disabled by default in 2003 for this reason, and the entire mess will be gone in Longhorn.
