Classification Banner for Windows XP desktop 2

Hello... I am new to the forums and really need some help. Can anyone explain to me how to create a classification banner that will be displayed at the top of a WindowsXP desktop. I have been trying to find sample code, etc with no luck. Any guidance would be appreciated. Thanks in advance.
 
Yeah - we don't mean to pile on, but the whole concept of an important computer somewhere being protected by a BANNER is a bit disturbing. Hopefully it doesn't control a nuclear reactor or anything important.

You could use fast user switching to an "unsecure user" account with a screen with a desktop wallpaper with such an caption across the top.

The "unsecure user" account could be restricted to just a few applications, without access to Windows features like Windows explorer, Control panel, Command prompt, shutdown etc.

Any opened applications could have their windowing restricted to no maximise settings, only a fixed window size.

Apart from Internet Explorer (version number?) what other applications would run in such a window?

It is quite possible to have this autologged on, so that any user could just switch to this screen, and back to their own, secure account.
