Class of Restrictions and Call Forwarding

I am trying to get a customer's telephone number forwarded. The issue i am having is that the number he would like to forward to is a long distance number and his telephone number has a class of restriction associated with it that requires an authorization code in order to dial long distance. When trying to set up the call forwarding with the current COR set to "15", it gives me a "Turkey Tone" after dialing the long distance number. When i change the COR to our fax COR "20", it allows him to forward his desk phone to his cell phone.

The reason i don't want this to stay this way is because, although it does work now, his long distance restricitons are now removed. I would like to find a way to allow him to forward his desk phone to his long distance cell phone while also keeping the long distance restrictions on his desk phone so that he has to dial an authorization code when dialing a long distance number.

This will allow an LD call to a specific number only.

Privileged group-number, system-number, and enhanced-number lists provide access
to numbers that usually might be restricted.

Abbreviated Dialing Privileged Group Number List
A telephone user with authorization to access an Abbreviated Dialing Privileged
Group Number List can place calls to any number on that list. The system does
not check COR assignments.

Privileged System Number List
A telephone user with authorization to access a Privileged System Number List
can place calls to any number on that list. The system does not check COR
assignments.
