Sorry if this sound dumb,

Is there a way to put the shortcut of a published application on the users local desktop and when they double click the shortcut it will launch the application? If anyone knows of a way to do this it will be greatly appreciated.

Unless I misunderstood your question, from within PN right click on an application icon and choose Create Desktop Shortcut

Open Published Application Manager - RT click the program and click properties - click the neighborhood tab and select the "Add this application on the clients desktop" option. The Icon will appear on the clients desktop.
