Citrix connection issues

I have a windows 2000 server runnging Citrix Presentation Server 4.X, for approxamtly the last week users have been randomly kicked out of the published app, and the following error logged in the server event log.
"Application popup: drwtsn32.exe - DLL initialization Failed: The application failed to initialize because the windows station is shutting down"
I can find no other info and am about to pull my hair out.
