Cisco VPN Hardware Module vs Software VPN

I am trying to establish VPN between two cisco 1760s both have same exact IOS except 1 has a VPN module and the other doesn't. I can get passed the pre shared key authentication stage fine and it shows to start trading packets then I get an error showing

*Mar 25 07:24:35.119: ISAKMP:(0:71:HW:2):peer does not do paranoid keepalives.

I do have the keep alives set on both routers in the isakmp policy set to 10

My access lists on both sides show many matches and continues to grow.

I'm wondering if maybe its a limitation of software VPN, but I don't know for sure

Any Ideas anyone?
 
Figured out the issue, turns out VPN will work fine without the VPN Acceleration Module.

My problem with with NAT.
