cisco secure acs engine

Hello guys,
Trying to configure a cisco secure acs to authenticate using windows database, the problem i have is, I have a number of users in the cisco user database that are set up to authenticate passwords with the windows database but i keep getting "CS user unknown" can anyone help me with this please

Have you perform thoses steps?

1. External User databases
2. COnfigure external database with Windows
3. Authorize user to dial-in in Domain COntroller?

i did all except #3, i'll do that and see....i am going to have to talk to my system admin guys, since i dont have access to the active directory.
