Cisco router problem with startup config!

Need help with my cisco router

I have a Cisco C836 router - IOS version 12.3 and SMD version 2.3.2 - and everytime I reload or shut the router down, I can´t get a lock on my isp!

When I erase the startup config and configure the router from scratch, it works fine ( then I copy the running config to startup config ), but if by some chance I have to shut it down, when it restarts I can´t get an IP from my ISP (although all of my configurations remain intact and everything works fine execept my ISP port)...then i have to erase my configurations and start from scratch again!!!

This started to happen ever since I updated my SDM.

Does anybody know why this happens and does anybody have solutions/suggestions?

From the CLI run a show ver and see if the last line reads:
Configuration register is 0x2102
If not it may be configured to bypass startup-config.
