Cisco CME and Norstar MICS PRI

I have a CME connected to a Norstar via a PRI trunk. When I dial from the norstar to reach the CME I dial a Destination Code and then the 3 digits of the Cisco CME. When I dial the 8, the norstar seizes a PRI channel but I don't receive dialtone for 3 seconds to then input the 3 digit extension on the CME. If I dial 8# I get dialtone immediately and then I can dial the extension to the CME and it rings the phone. My issue is the delay between dialing 8 and entering the 3 digit extension. When I dial 8 it takes 3 seconds to get dial tone to then dial the extension. If i dial 8# I get immediate dialtone and dial the extension. I have tried all scenarios on the Norstar to resolve however my question is When I dial 8 Should the CME send me dialtone? If so where do I make this happen in the CME?
 
This sounds to me like a digit timer (on a cucm it is called: dialed digit timeout) on the Norstar. It waits for a few seconds before proceding with the call (because maybe you press more digits).

The hash (#) is commonly used to tell the pabx that it is the end of the digit string. So therefor you get immediatly the dialtone after pressing it.
