Cisco Call Manager 7.0 SIP trunk to IP Office 500 R8.1 problem?

We have Cisco Call Manager 7.0 in our lab (without Cisco Router as gateway) with few Cisco phones and our production IP PBX is IP Office 500 R8.1. I tried to configure SIP trunk between Call Manager and IP Office using guide on

Calls from Avaya IP Office to Call Manager are working fine, but in other direction we got busy tone on Cisco phone. Any idea what is the problem. I tried everything without luck.

Do you have an incoming router defined to ring a hunt group or phone(s) in the Incoming Route Table?
 
You don't need that for internal numbers, I would wager it isn't hitting the system, post a monitor trace :)
