Cisco 7960 phones and WAN Paging

We are using Berbee. When I page over the WAN, the text works, the audio does not. We have implemented Multicast routing. Not sure it's setup right. Any ideas why text works and audio does not?

Does multicast need to be setup on the WAN as well as the local routers? Does it need to be setup on the POE switches as well?
