Cisco 2621 rate-limiting?

Hello, I have a cisco 2621 router. I cannot seem to figure out how to work rate limiting on this router. Does anybody know of a how-to guide to do it?

Is it perhaps better to do this at the switch rather than the router? (easier perhaps?) If so what switch would you recommend with 24-48 ports?

I would recommend a Cisco 3560 or 3750, but I think you can try it on the router...

ip access-list extended LIMIT
permit ip any any

class-map CLASS
match access-group LIMIT

The software update to the software I was using now does rate-limiting w/ the software, so the only thing I would need to do is to rate-limit ports.

Do you think a Cisco 2960 would work?
